The Federation of Ontario Public Libraries was registered by Devan Sommerville, Kelsey Hrappstead, Rob Elliott, and Virginia Weese, all consultants with Counsel Public Affairs Inc. The primary focus of their lobbying efforts was to educate government officials on the important function performed by public libraries and library staff, as both community hubs and supporting access to and delivery of online government services/transactions, particularly for rural/Northern communities, seniors and low-income Ontarians, and ensure this informs the development and implementation of digital government modernization and access to important services. Additional meetings were held to discuss Municipal Act, 2001; City of Toronto Act, 2006, specifically, the implications of expanded mayoral authorities on local public library governance and the importance of legislative updates to include clear reference to the Public Libraries Act, 1990 to appropriately reflect the limitations of the special powers of the mayor as head of council.
