A pulp-and-paper giant is lobbying the province on its recently shuttered mill in Espanola and another mill it sold last winter in Dryden.
Domtar Inc. was registered this past week by Caroline Pinto, Michael Ras, and Philip Dewan, all consultants with Counsel Public Affairs Inc. The goal of their joint registration was to advocate for the client’s operations in Espanola and relating to retained liabilities in Dryden in the development of regulations under statutes impacting forestry and pulp-and-paper operations, including: the Endangered Species Act 2007; the Crown Forest Sustainability Act, 1994; the Far North Act, 2010; the Ontario Forest Tenure Modernization Act 2011; the Environmental Assessment Act 1990; the Environmental Protection Act, 1990 (including O.Reg. 390/18); Resource Recovery and Circular Economy Act, 2016 and the Waste Diversion Transition Act, 2016 and associated regulations; and the Cap and Trade Cancellation Act, 2018 and subsequent O. Reg. 241/19: Greenhouse Gas Emissions Performance Standards under the EPS.
Domtar announced last year it was closing the paper and pulp mill in Espanola, leading to 484 job losses. It's a huge blow to a town with a population of around 5,000.
