Province proposes major overhaul of regional services in the Peel Region

Earlier in 2023, the province had considered dissolving the region entirely, granting full independence to Mississauga, Brampton, and Caledon. But concerns about potential tax increases and the complexities of disentangling shared services led to a recalibration of the plan.

The Ontario government introduced the “Peel Transition Implementation Act, 2024,” signaling a significant shift in the governance of the Peel region. It consists of three municipalities to the west and northwest of the city of Toronto: the cities of Mississauga and Brampton, and the town of Caledon.

The legislation proposed transferring jurisdiction over regional roads, stormwater management, and waste collection services from the regional authority to the individual municipalities of Mississauga, Brampton, and Caledon, and waste collection services from Peel Region to Mississauga, by July 1, 2026.

In a letter to Municipal Affairs Minister Paul Calandra, Mayor of Mississauga Carolyn Parrish expressed deep concerns about the financial implications for her city. She said that Mississauga would continue to act as a "financial cash cow" for Brampton and Caledon, as it had for the past five decades.
