In other words: construction in the final five years would need to average about 218,000 homes per year, or more than double of what has been done in the first five years.

Housing expert Mike Moffatt says the province's 2025 budget is a "missed opportunity."

While the annual spending plan repeats the Ford government's commitment to building 1.5 million homes by 2031, he said the new projections showing a sharp drop in housing starts should serve as a “wake-up call.”

“There’s not much there,” Moffatt said. “The provincial government is trying to boost housing through regulatory reform rather than through new program spending or tax incentives.”
