Ontario Budget: More housing-enabling infrastructure funding as province falls short of targets

According to the Ministry of Finance’s latest economic forecast, housing starts in 2024 are now projected at 74,600, significantly lower than the 87,900 starts projected in the 2024 budget.

Despite falling behind on its ambitious goal of building 1.5 million homes by 2031, the Ford government is doubling down on infrastructure investment in this year’s budget.

The 2025 Ontario budget includes a total of $2.3 billion over four years for municipal housing-enabling infrastructure through the Municipal Housing Infrastructure Program (MHIP) and the Housing-Enabling Water Systems Fund (HEWSF).

In response to high demand, an additional $400 million is being added immediately. These funds aim to help municipalities build the necessary water, wastewater, and road systems to unlock new housing projects.
