Prime Minister Mark Carney will be in Toronto today to make what his office is saying is a major announcement on defence and security priorities. The announcement is scheduled for 10 a.m., followed by a tour of a local military facility and a news conference at 1 p.m. The visit comes as NATO allies discuss raising defence spending to five per cent of GDP. The Star reports.

Ontario is having a hard time giving away housing incentive funds. Premier Ford handed Toronto a $67.2 million cheque last week to support new housing, but his housing minister says very few cities are hitting their targets to claim their share. Global News reports.
