The Position

The Regulatory Manager acts as a telecommunications governing resource and as a point of contact for Primus. The primary objective of this position is to protect and promote Primus’ corporate interests within the relevant regulatory environment.

Act as the Primus representative in regulatory forums and associations
Review all regulatory applications and notices on an ongoing basis with a view to analyzing possible impact on Primus Canada
As a case officer, participate in CRTC public proceedings impacting the company, taking proactive action, and leading the maintenance of up-to-date records proceedings, information analysis, preparation, and regulatory issues management
Monitor proceedings’ status, and communicate relevant departmental outcomes
Work with various internal departments, regulatory staff at CRTC and liaise with external resources where necessary for participation in CRTC proceedings
Research and report on various industry issues
Provide strategic input with regards to any potential regulatory barriers, which may arise as a result of a potential course of action by Primus
Act as a regulatory resource and contact for all departments on all regulatory compliance issues
Verify and electronically submit Primus’ revenue contribution to CFA, and other various regulatory fillings to CRTC updating on Primus’ network layout, financial results and ownership structure
Maintain regulatory agreement library and updates tariff, completes CLEC agreements, enters notification of completion and other CLEC obligations as required
Assist VP Legal and other departments with customer issues and handling of customer complaints flagged by CRTC, CCTS and other regulatory bodies

The Candidate

Post-secondary education in regulatory, public policy, political science, legal or other related field
University education in law an asset
Experience working with regulatory bodies, on behalf of Telecommunications organizations
Advanced knowledge of the telecommunications Act, regulatory procedures and other regulatory bodies including CRTC and CCTS
Experience in writing and critiquing position papers and arguments
Familiar with telecom network operations
