A day after Premier Kathleen Wynne admitted she has dealt with "a couple" of accusations of sexual harassment against her MPPs, the press has yet to identify who those members are.

At a press conference Wednesday morning, NDP Leader Andrea Horwath elaborated on instances of sexual harassment experienced by members of her caucus. She said their experiences ranged from physical touching — such as being hugged or massaged when it was not welcome — to locker room-style talk in the legislature.

"There have been incidents in the legislature where things are said that have a sexual innuendo or sexual tone, purposely a kind of locker room like talk that has occurred," she said. "Women shouldn’t have to sit in a legislature and feel like they’re in a locker room, or feel like they’re just one step down from being a pin-up on the wall. That’s not appropriate.”

Horwath said she has brought that issue up with both of the other leaders.

The opposition parties had no questions Wynne on the matter during question period, but government house leader Yasir Naqvi took many from the media in a scrum afterwards. Naqvi said the Premier will not disclose the MPPs' names because of a confidentiality clause in the caucus's sexual harassment policy. Because of that policy, Naqvi himself doesn't know who the accused members are, he said.

"The confidentiality aspect of it is key in order for victims to feel comfortable to come forward. The Premier discussing details can seriously jeopardize that. But the Premier is also committed to absolutely getting rid of sexual violence and harassment in any workplaces, and that includes our workplace at Queen's Park."

Naqvi said that confidentiality clause prohibits the Premier from taking the same steps as Justin Trudeau when members of his federal Liberal caucus were accused of sexual harassment last year. Trudeau identified the accused members and publicly disciplined them, but didn't identify their accusers.

The Ontario Liberals released the caucus workplace harassment and discrimination (included in full below). It outlines what behaviour is a violation of the policy, how harassment can be reported and promises all information regarding the complaint will remain confidential. It doesn't spell out what consequences there will be for those who violate the policy or what measures should be taken in order to resolve complaints.

"You have a copy of the policy and you can judge whether the policy is effective or not," said Naqvi.

Naqvi denied the opposition's claims that Wynne has applied a double standard in suggesting that PC MPP Jack McLaren would be ejected from her caucus over his sexist jokes, while refusing to identify who her accused MPPs are, or what discipline they faced.

"He made some serious misogynistic comments in a public place, they were there for everybody's viewing," Naqvi said. "Those misogynistic comments and the conversation around them is different because they were made in a public place. They were made against a woman in front of a lot of people and she was embarrassed in front of a lot of people. The conversation is different because it was done in a public way."

PC Leader Patrick Brown said the Liberals should apply transparency concerning the accused MPPs and the discipline they faced, while respecting the complainants privacy. "I think it appears, and maybe this is the reason why there is no transparency, that the discipline was inadequate."
