The Doug Ford government has ordered another mini deputy minister shuffle within the Ontario Public Service and the moves include civil servants who were involved in appointments made by cabinet in recent months.

The changes were outlined in the latest set of Orders in Council — decisions recommended by the premier and his cabinet and signed by the lieutenant governor — and posted online. The civil service shuffle comes less than two months after Premier Ford announced a massive shakeup of his cabinet ministers on June 20, a day that saw Rod Phillips move into finance, Todd Smith take over the autism file and Stephen Lecce become education minister. The Progressive Conservative also announced on June 20 that Steven Davidson would be heading the Ontario Public Service. Davidson was already in the role on an interim basis since February, taking over from Steve Orsini.

Marie-Lison Fougère became deputy minister of long-term care on July 29 and continues in her role as deputy minister for francophone affairs. She was previously re-appointed as deputy minister for seniors and accessibility during a June 5 cabinet meeting and takes over the new long-term care role from Helen Angus, who was serving as deputy minister of health and long-term care since June 2018. After health and long-term care were split between two ministers — Christine Elliott and Merrilee Fullerton — during the June 20 cabinet shuffle, Angus was re-appointed as the deputy minister for both health and long-term care according to two June 20 Orders in Council. But the latest Order in Council, approved on July 25, passes one of those portfolios to Fougère.

Deborah Lynn Richardson started her stint as deputy solicitor general and deputy minister of correctional services on Aug. 6. She was in a similar role since June 2018, but overseeing Indigenous affairs. She was re-appointed as deputy minister of Indigenous affairs at a June 5 cabinet meeting. Richardson, who is from the Pabineau First Nation in New Brunswick, has served at both the federal and provincial level.

Laurie LeBlanc, will take over as deputy minister of training, colleges and universities starting Aug. 19, moving over from municipal affairs and housing where she has worked since September 2013. George Zegarac was appointed as the deputy minister of training, colleges and universities in June, but was then named as the CEO of Waterfront Toronto. According to a memo from Davidson, LeBlanc will continue in her current role until the conclusion of the Association of Municipalities of Ontario conference on Aug. 21.

Denise Cole moved in as deputy minister for seniors and accessibility on July 29 from her role as assistant deputy attorney general, strategic initiatives. She took over from Fougère, who was re-appointed to that role in June. Cole joined the public service in 2010, prior to which she was a partner and vice-president of a public affairs firm.

Shawn Batise was appointed as deputy minister of Indigenous affairs starting Aug. 6. A member of the Matachewan First Nation, Batise previously served as assistant deputy minister to the ministry's Indigenous relations and programs division and the negotiations and reconciliation division.

David N. Corbett became deputy minister of labour on Aug. 12. He was previously serving as chair of the Workplace Safety and Insurance Appeals Tribunal, an appointment made in September 2016. According to a government website, Corbett used his time as chair to focus on cutting down the wait time for appeals to be heard and "expanding the use of digital technologies."

Nancy Matthews was re-appointed on July 25 as deputy minister of tourism, culture and sport — a position she has held since June 2018. She has also previously held roles such as deputy minister of children and youth services and interim deputy minister of education.

Kate Manson-Smith will become deputy minister of municipal affairs and housing starting Aug. 22 for a six-month term.

Craig Sumi, a spokesperson for Cabinet Office, said "new senior executive appointments in the civil service are made periodically."

"It helps bring fresh ideas, outlooks and leadership capabilities to best support the government," Sumi said.
