The Position
The Ministry of Economic Development, Employment and Infrastructure is seeking a creative, strategic thinker to lead a team of policy professionals that contribute to the achievement of the ministry's policy and planning priorities.
The Intergovernmental Infrastructure Policy Unit is a team of specialized professionals with a mandate to lead negotiations with other orders of government and to develop a range of evidence-based policies and programs that support the ministry's mandate. 

Reporting to the Director, Intergovernmental Policy Branch, you will:
• Lead and manage the Unit's team involved in the planning, development and implementation of infrastructure policies and the management of related issues.
• Lead the negotiation of new federal-provincial infrastructure programs and develop implementation strategies.
• Provide expert advice on related infrastructure policy, program evaluation, and alignment with the province's overall negotiations with the federal government.
• Provide economic and financial analysis and related policy advice.

The Candidate 
Leadership 
• You are a seasoned manager with experience leading professional staff to achieve results on high-profile initiatives. 
• You have had success in building high performance interdisciplinary, diverse teams and developing capacity. 
• You have led, delivered and implemented multiple, large scale, multi-disciplinary and complex policy projects in a fast-paced environment. 
• You have had success in leading, directing and managing change initiatives and shifting priorities.
Stakeholder Management Communications and Political Acuity 
• You have excellent analytical and strategic thinking skills along with a strong sense of political acuity to deal with a variety of sensitive issues. 
• You are a strong negotiator who can influence others to find collaborative solutions for complex issues. 
• You have had success in building and maintaining relationships with a cross-section of internal and external stakeholders to achieve a common understanding of and commitment to large scale initiatives at the municipal / provincial level. 
• You have demonstrated superior verbal and written communication skills for effective stakeholder relations.
Knowledge 
• You have demonstrated knowledge of government policy development and decision-making processes. 
• You have an understanding of current infrastructure policy issues and related legislation, acts, policies and best practices. 
• You have demonstrated the ability to integrate planning, research, stakeholder input and analysis for practical application. 
• You have excellent knowledge of economics as well as government and corporate accounting, corporate finance and investment analysis. 
• You have knowledge and understanding of human resources and labour relations principles and best practices in a unionized environment.
